The Get Involved Team, to ensure the proper operation of the ECB Simulation Conference and guarantee adherence to its processes, has developed specific Rules of Procedure.
Below follows a comprehensive description of the key points of the Rules of Procedure, which are grouped into four parts: I. Conference Structure, II. Committees Structure, III. Roundtable Discussion Procedures & IV. Participants Rights.

 

I. Conference Structure

The Roundtable Discussion is conducted by two committees, the Economic Affairs Committee and the Statutory Revision Committee. These Committees examine the same topics but with different approaches. In each committee, all the nation members of the European Union.

Each nation per committee is represented by Double Delegation, meaning two participants take the role of Central Banker. The participants co-represent on equal footing and are not distinguished in any way during the Conference procedures. The main goal of the Conference is the co-configuration of the Agenda, with proposals for amendments and additions. The main objective of each country is to promote favorable policies through collaboration and debating with the other members of the committee they participate.

II. Committees Structure

Each Committee is composed of three bodies: the Procedure Heads, the Executive Board, and the Representatives Body. Each body has a strict operational framework and objectives. More specifically:

The Procedure Heads are responsible for ensuring the adherence of all parties to the Rules of Procedures and the smooth operation of the committee processes. Some of its main responsibilities are to give the floor to a representative and decide when to open or close the formal dialogue (and the informal) as well as its duration. Each committee’s Procedure Heads are the Committee President and Vice-President.

The Executive Board is responsible for guaranteeing a quality scientific level during the Roundtable Discussions. Some of its main responsibilities include the presentation of the Agenda’s Articles, intervening during the debates to clarify any scientific issue, and rejecting a proposal, amendment, or addition for reasons of scientific rigor. The Executive Board consists of its Head and its members.

The Representatives Body is responsible for the co-configuration of the findings of each committee and of the overall Conference. Its main responsibilities include participation in the committees’ voting procedures, active participation in the committees’ processes, and the development of proposals on the Articles of the Agenda. Each nation, per committee, is co-represented by 2 participants – Central Bankers.

III. Roundtable Discussion Procedures

The main conference procedures that the participant should know are the quorum, the Tour De Table, the Formal and Informal Dialogue, the Agenda, and the Voting Procedures. More specifically:

Quorum: At least 2/3 of the overall represented nations of the committee are needed for the Roundtable Procedures to begin. For a nation to be considered present, at least one of its representatives should attend the committee.

Tour De Table: For each article of the Agenda, the Procedure Heads give the floor -for a specific time (usually 1 minute)- to one representative of each represented nation, to present the nation’s positions on the specific article contents to the committee members. It is mandatory for each nation to participate in the Tour De Table, which facilitates the discussions of each examined article.

Formal Dialogue: After the conclusions of the Tour De Table, the first Formal Dialogue is initiated -between the Representatives Body- for which the Procedure Heads give the floor (for a specific time) to nation representatives to express their position and make proposals on the articles of the Agenda. During the Formal Dialogue, there are no voting procedures; its objective is to express positions and promote proposals that will contribute to the final outcome of each article.

Informal Dialogue: When the Formal Dialogue stage is over if the Procedure Heads deem it necessary, they can launch an Informal Dialogue for a specific time. The objective of the Informal Dialogue is for participants to negotiate specific topics on the Agenda, and to compose proposals with a view to amending its articles. Only during the Informal Dialogue, the necessary “signatures” can be accumulated to submit a proposal on the examined articles to the Procedure Heads.

Agenda: The main objective of each Committee is to amend the examined Agenda. All represented nations in the Committee, during the Informal Dialogue processes, draft proposed amendments and additions to the existing articles of the Agenda, which have to be submitted strictly by the end of the Informal Dialogue procedures and have gotten at least the “signatures” (signatures are approvals to discuss and vote the existing proposal) of 1/3 of the participating countries in the committee. This percentage guarantees that the participating nations agree that this amendment/addition should be discussed and voted on. By “signing” a proposal, the nation is not obliged to vote in favor of the proposal during the voting procedure. It is not, however, considered consistent for a nation that has put forward a proposal to vote against it during the voting procedure.

Voting Procedure: At least 2/3 of the participating nations in the committee are needed for the Voting Procedure to initiate. For an amendment or additional proposal to be ruled in favor 50%+1 of the total votes are needed. Participation in the Voting Procedure is mandatory, and each represented nation has to vote in favor or against the examined article.

IV. Participants' Rights

The participants have to follow the Conference’s Rules of Procedure, but they also have some Rights that ensure an efficient and pleasant conference experience. Their main Rights are:

Explanation Right: Can be used when there is limited understanding of a part of the Rules of Procedure or when a specific rule or procedure is not comprehended. The Procedure Heads are responsible for resolving this type of Rights.

Right to Reply on Personal: Can be used when a statement by another representative that insults and abuses the participant or the nation she/he represents is made. It is not allowed to interrupt the statement of another participant to use this Right. Only if the Procedure Heads approve this Right can be exercised.

Right to object to procedure error by the Procedure Heads: During the Formal Dialogue, the representatives can object to a procedural error made by the Procedure Heads to express their dissatisfaction with a decision or action of the Procedure Heads (for example, for incorrect recognition of a nation or in the event that another representative exceeds uninterrupted her/his time limit).
